As member of the Global Procurement team, you will be responsible for the Global Outsourcing process within the Group. Outsourcing can be seen as a subset of DLL’s contracts and arrangements with third parties, including Intragroup arrangements between DLL/Rabobank’s entities. These outsourcing relationships need to be assessed before DLL engages into a contractual engagement, but also afterwards throughout the lifetime of the contract. You will be responsible to ensure a complete overview of the outsourcing supplier population is available including risk assessment and mitigating actions. The Outsourcing function has matured in the last couple of years where the foundation has been established which need to be further built on for which you are responsible.

This international Procurement team with presence in the US and the Netherlands is part of the diverse Cost Management team which also includes the discipline Finance Cost Control. Together this team manages the total costs incurred at global level.

This role requires a smooth communicator as you will be working with stakeholders globally together with the business representative, while also stakeholder management Rabobank is an important aspect. The outsourcing team consists of one more resource at the moment which will report to you, while indirectly members from various teams are looking for your direction and guidance.

Day to day:

  • Maintaining and developing the outsourcing management framework and provide the Group with a structure to assess the effectiveness of all oversight arrangements (including intra group) and critical activities, in line with global regulatory requirements and expectations.
  • Facilitating and supporting the risk assessment and due diligence processes in relation to critical and Important functions (CoIF) outsourcers per guidelines EBA outsourcing, to ensure that service details and risks are fully documented and understood and ensuring timely notification to the regulator.
  • Stakeholder in the review and update outsourcing standard and owner of procedural guidelines to align to the overall framework together with the Integrated Risk management department.
  • Continued look for improvements and efficiencies in the outsourcing risk assessment process from initiation to approval.
  • Initial assessment of prospective cloud/BPO solutions and outsourcing applicability
  • Primary contact for Integrated Risk, Compliance, Privacy, Architecture, Information Security,Legal and Procurement in relation to outsourcing matters in contracting.
  • Take active role in all onboarding discussions with business regarding training on required steps, documents required, timing, decisioning, etc   
  • Outsourcing Registry ownership (in the OneTrust Third-Party Risk Management system) as well as Outsourcing report creation, both internal as well as external (regulator)
  • Completion of all risk and control activities in Archer related to outsourcing e.g., risk identification, assessment, response, control self-assessment, 
  • findings management and operational incident reporting if needed. Provide support in case of Internal Audits and regulatory audits on outsourcing.
  • Handhold business throughout approval process, checking and challenging ORA, AIC, Solution Vision, and other artifacts to ensure quality and consistency.
  • Liaison / facilitate between business and outsourcing-related committees (IT R&C, GRCFGC, LRC/RRC)
  • Responsible for the OneTrust Third Party Risk Management module where the ORA process is conducted.
  • Set up and maintain inventory of all ORA’s in OneTrust and ensure proper follow up on mitigating actions from the approved Outsourcing Risk assessment.
  • Participate in outsourcing risk focussed committee meetings, as a representative of 1st line
  • Closely align with Rabobank to ensure consistency in the ORA approach and reporting. Participate in Rabobank expert meetings on Outsourcing.
  • Interpret the impact of outsourcing regulatory changes on outsourcing standards and procedures and incorporate changes to ensure regulatory compliance.
  • Raise awareness of the outsourcing program requirements through periodic and ad-hoc communication.
  • Promote a strong risk awareness and control culture related to outsourcing risk across the Group.

Essentials:

  • Drive, passion and enthusiasm
  • Minimum of 5 years of experience in a domain like but not limited to Risk, Compliance, and Audit.
  • Execution power and hands-on mentality
  • Team player and able to manage members directly, but also indirectly. 
  • Organizational sensitivity
  • Able to work independently
  • Strong analytical and communication skills
  • Fluent command of English (verbal and written)
  • Strong skills in the use of MS Office (Word, Excel, PowerPoint, Outlook) and willing to develop knowledge and skillset regarding OneTrust Third-Party Risk Management.
  • Potential and eagerness to further develop within the procurement domain.
  • Proactive and Persuasive
  • Practical, accurate and punctual 
  • Experience in outsourcing risk management and of managing outsourcer risks associated with complex outsourcing agreements is not required, but would be a pre.
  • Experience of leading and implementing change projects in a global environment
  • Detailed, methodical and accurate with an analytical and investigative approach to work.
  • Effective communicator with the ability to document processes in a concise but comprehensible style.
  • Excellent oral and written communication skills, experienced in presenting and communicating complex information in a variety of formats.
